Quebec ordered
to pay $2.2 million

OTTAWA (CP)
-- The Supreme Court of Canada has ordered the Quebec government
to pay more than $2 million to a former journalist wrongfully
convicted in the slaying of his ex-girlfriend.
In a 4-3 decision
Thursday, the top court ruled Benoit Proulx was the victim of
a malicious prosecution at his 1991 trial and conviction for
first-degree murder.
Proulx was
found guilty and sentenced to life in prison for the shooting
death of France Alain, 19.
Proulx, a former
Quebec City radio reporter, served two years of his sentence
before his conviction was overturned by the Quebec Court of Appeal.
The Supreme
Court found that Crown lawyer Robert Parrot built a case against
Proulx despite a lack of hard evidence.
Proulx will
be entitled to a package of between $2.2 and $2.3 million.
Quebec Justice
Minister Paul Begin said the province will comply promptly with
the ruling.
Begin added
that no disciplinary action will be taken against Parrot despite
the high court's conclusion that the lawyer pursued "a guilty
verdict at all costs."
The Supreme
Court noted that Parrot laid the murder charge even though a
key witness could not place Proulx at the scene of the killing
in Ste-Foy, near Quebec City.
Proulx was
awarded $1.6 million in compensation by a Quebec court in 1997,
but the ruling was overturned on appeal.
